Requirements

- Applicant should be in possession of Grade 12 and a National Diploma/Degree (NQF level 6/7) in Public Management, Administration, Business Administration, Records Management, or equivalent qualification with extensive proven experience in Admin and Logistics.
- A minimum of 3 years' experience at the level of supervisor in a hospital environment is required.
- Experience in managing people and projects with the ability to plan strategically is essential.
- A valid driver's license is required.
- Computer literacy in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook) is necessary.
- Good knowledge and understanding of policies and procedures governing patient administration in the public sector is expected.
- Understanding of current Patient Affairs/Administration with specific reference to both Outpatient and Inpatient Management is required.
- The ability to make progressive decisions and work under pressure is essential.
- The ability to exercise good judgement and discretion in applying and interpreting departmental policies and procedures is necessary.
- The ability to develop unit Standard Operating Procedures is required.
- A proactive approach to problem-solving and the ability to prioritize issues and work-related matters and comply with timeframes is expected.
- The ability to translate strategic objectives into a practical planning framework is required.
- A high level of reliability and ethics, commitment to work beyond the call of duty, and the ability to relate well to a diverse range of stakeholders are essential.
Responsibilities

- Manage the administration and logistics units in the Directorate.
- Implement integrated Lean management philosophy into the hospital's mandate, guidelines, or policies.
- Ensure an efficient and effective booking system throughout the clinical business unit.
- Continuously provide reports related to patient files.
- Develop standard operating procedures and ensure that they are implemented effectively.
- Ensure compliance with all statutory regulations and policies.
- Assist in ensuring that the hospital has appropriate and effective monitoring systems in place to guarantee value for money and high-quality service.
- Monitor staff appraisal (PMDS).
- Train, develop, and monitor staff to improve service delivery.
- Coordinate the drawing of strategic plans, business plans, and operational plans in administration and logistics.
- Ensure that controls are in place to prevent abuse of state properties.
- Maintain effective and efficient utilization of all allocated resources.
- Maintain data integrity.
- Oversee electronic health record (EHR) system and physical filing networks.
- Ensure legal compliance by enforcing Provincial SOP on records management.
- Manage information release.
- Process authorised requests for medical records for legal or clinical use.
- Coordinate system audits.
- Conduct regular checks to prevent duplicate files and lost charts.
- Ensure compliance with the National Archives and Records Service of South Africa (NARSSA), Promotion of Personal Information Act 48 (POPI), Information Security Policy, Electronic Document Management System, and Electronic Communication and Transaction Act (No. 25 of 2002).
- Oversee linen processing, including the collection, sorting, washing, sanitizing, and distribution of hospital textiles.
- Enforce infection control and maintain strict separation between clean and soiled linen zones.
- Manage laundry equipment and schedule preventive maintenance for industrial washers and dryers.
- Direct internal dispatch, routing messengers carrying lab samples, medication, and mail.
- Manage Human Resources.
- Optimize delivery workflows and map efficient routes to reduce transit times for urgent requests.
- Ensure medical files and specimens travel in secure, tamper-proof containers.
- Manage tracking logs and verify digital or physical signatures for all chain of custody handovers.
- Contribute as a member of a multi-disciplinary management team towards the effective management of the hospital messenger services.
